Avenue A Street Reconstruction and Sanitary Sewer Replacement Project Begins March 24, 2025

The City of Springtown has an upcoming street and utility project for the reconstruction of Avenue A from 1st Street to 9th Street and replacement of sanitary sewer mains and manholes in the same scope.
The Avenue A project will begin Monday, March 24 with the closure of Avenue A between 1st Street and 2nd Street.
Local access only:
The six-month project will be done in phases, limiting those sections where work is actively occurring to local access only (no through traffic). The City of Springtown is actively coordinating with Springtown ISD, Frontier Waste, Parker County ESD 1, USPS, and Lifecare to ensure that those vital services continue in the project area, even during times of roadway closures. Local deliveries will be permitted as well, but there will be no through traffic allowed when each phase is “active.”
Phasing:
Road closures will occur within the “active” phase of the project. The first phase begins Monday. The closures for the remaining phases will be announced seven days prior to the closure beginning.
- Phase A – 1st to 2nd
- Phase B – 2nd to 3rd
- Phase C – 3rd to 5th
- Phase D – 5th to 7th
- Phase E – 7th to 9th
There will be short times of overlapping (two phases being closed at once). We will also communicate on an the closure of intersections with cross streets (2nd, 3rd, 5th, and 7th).
Communication:
The contractor has been instructed that the City needs to be notified seven days prior to the planned implantation of traffic control devices (barricades) for those areas at which time the information will be shared online (social media and our website). With each new phase, we will pass out flyers to each impacted house to give them contact information for the City and the contractor as well as what to expect during the work near their homes and how we intend to facilitate the vital services detailed in this notice.
Fire/Police/EMS access:
During the closures while crews are on scene, they will provide immediate access to large emergency apparatus, and when the crews are not there, they will ensure that there is enough space for those vehicles to obtain access.
School Buses:
For school bus stops, Springtown ISD will contact impacted parents to inform them of any changes to their student’s route/stop due to the project. Because of the nature of the work, it is not safe or practical for buses to navigate the closed areas.
Safety in work areas:
All residents are asked to keep children and pets away from active work areas. Though the appropriate safety measures will be taken throughout the project, it will not be safe to allow children to play near the work areas, even when work isn’t actively occurring. First Baptist Church of Springtown The City of Springtown will work with the church when the project moves north of 5th Street to best address impacts to access to either half of their campus from Avenue A.
Solid Waste:
During closures, City of Springtown personnel will hand collect trash pickups in the closed sections.
Utility Service:
This project includes the replacement of the aging sanitary sewer line under the roadway. As the project progresses, there will be short interruptions (usually a 2-3-hour, one-time interruption) to sewer service. As those interruptions are needed, the contractor will communicate directly with the impacted residence prior to the service interruption occurring. Most of these tasks will be performed during the work day when more people are away from home.
Work hours :
Because this project is in a residential area, the contractor is only permitted to work Monday-Saturday from 7 a.m. to 6 p.m. In the event that for an unforeseen reason they need to work outside of these hours, they must request permission to do so. That permission will only be granted in the event that the contractor is able to show why there is no alternative that can take place during allowed construction hours, and local residents will be informed that work is taking place outside of normal hours.
As with any road or utility project, there will likely be unforeseen issues.
