David Miller is the City of Springtown’s City Administrator and Director of Public Safety. David was named City Administrator in November 2017 and added the title of Director of Public Safety in 2022 when he assumed day-to-day responsibility for the police department which he currently administrates in partnership with the Deputy Chief of Police. In addition to his law enforcement-related responsibilities, David is the City’s chief administrative officer and is tasked with overseeing the day-to-day operations of the City, supervising the City’s department directors, leading the City’s economic development efforts, working in partnership with state, county, and local partners in the best interest of the citizens of Springtown, managing the City’s long-term planning and projects, and working closely with the Mayor and City Council to execute their directives and vision for the City.

David brings  four decades of municipal government experience to his work in Springtown. He began his career with the Keller Police Department as a patrol officer in 1986, prior to which he served as an EMT for six years beginning in 1980. After reaching the rank of sergeant with Keller PD, David became one of the founding officers of the Trophy Club Police Department, serving as lieutenant before being promoted to Chief of Police in 1994, and then later to Director of Public Safety. In 2000, David began his career in city management after accepting a position with the City of Kennedale and shortly thereafter being named City Manager. In 2005, David was appointed City Manager for the City of Forrest Hill, a post he maintained until 2009. From 2010-2015, he served as the Deputy City Manager for the City of Bedford before beginning his career in Springtown. David holds a bachelor’s degree in business administration and maintains active master peace officer, multiple law enforcement instructor, firefighter, and EMT-B certifications.

Throughout the course of his career, David has been an active member of numerous professional and non-profit organizations. Currently, he is a mentor for the International City Management Association, a member of the Texas City Management Association’s Professional Development Committee, is currently President of the Texas Commission On Law Enforcement’s Advisory Board for Parker County, is the President Elect and Past President of the United Way of Parker County, has served on the Equine Advisory Board for Weatherford College, is a board member for the Springtown Area Chamber of Commerce, and is on the board of the Parker County Economic Development Council. Previously, he has been a member of the Texas Municipal League’s Legislative Committee and collaborated on the North Central Texas Council of Government’s Comprehensive Economic Development Strategy for Wise and Parker Counties.

Christina Derr serves as the City’s Assistant City Administrator and City Secretary. Her duties include overseeing the City’s records, elections, municipal court, museum, special events, Planning and Zoning, building inspections, permitting, library, information technology, and works in partnership with the City Administrator on Economic Development. She is also responsible for the City’s IT infrastructure and long-term planning and is the City’s public information officer tasked with all public relations, marketing, and emergency communications for the City. Additionally, she works in partnership with the City’s elected and appointed leadership to coordinate the City’s legislative and intergovernmental affairs, serving as the staff liaison during the TxDOT FM 51 project. To accomplish these responsibilities, Christina supervises the City’s Library Director, librarians, library clerks, Museum Coordinator, Administrative Specialist, Administrative Services Manager/Events Coordinator, and Court Clerks. Christina has also served the community as a member of the City’s Parks Master Plan Steering Committee which helped to create the City’s Park Master Plan, a document to aid in future park planning that was adopted by the City Council in 2022 and is a current member of the Comprehensive Plan Advisory Committee.

Christina is the City’s representative to the North Central Texas Council of Government’s (NCTCOG) Transportation and Storm Water Initiative’s Technical Advisory Group, and previously served on the advisory board for two NCTCOG-administered grant projects in Springtown – the CHOICE and Empower projects which worked to bring additional resources to the area’s elderly population and individuals experiencing financial hardships. Currently, she is a member of the Texas Health Resource Community Impact Denton/Wise and Parker Leadership Council.  She is a member of the Urban Management Assistants of North Texas, the Texas Association of Municipal Clerks, the Texas Association of Municipal Information Officers, and the Texas Association of Governmental Information Technology Managers. In 2022, Christina was the recipient of the City’s Extra Mile Award. That same year, she completed the International City Management Association High Performance Leadership Academy. She has also recieved numerous FEMA Emergency Management and DHS Cybersecurity certifications. In 2025, Christina recieved the Judy Smerud Spirit of Springtown Award from the Springtown Area Chamber of Commerce. 

Prior to joining the City staff in 2019, Christina was the City’s local newspaper reporter for the Springtown Epigraph and previously worked as a concept planner and technical assistant for the civil engineering firm Baird, Hampton, and Brown.

Joseph McCanless serves as the City’s Director of Public Works. Joseph’s responsibilities include overseeing the City’s surface water treatment system, groundwater wells, the water distribution system, the wastewater treatment plant and sewer system, right-of-way maintenance, streets, parks, other facilities, and managing the City’s fleet maintenance. The Public Works Department also includes sanitation and recycling services. In order to accomplish these duties, Joseph supervises the City’s Public Works Coordinator, field supervisors, street and utility technicians, groundskeepers, meter readers, water plant operators, wastewater plant operators, and facilities and fleet maintenance personnel. In addition to his public works certifications – Class C Distribution and Class II Collection, Joseph is a certified residential building inspector through the International Code Council and maintains a plumbing inspector’s license through the Texas Board of Plumbing Examiners.

Joseph began his career in Springtown in 2015 as a utility technician and won the City’s Extra Mile Award in 2018 before becoming the City’s building inspector in 2019. Joseph was promoted to Director of Public Works in February 2021 – just two days before the onset of Winter Storm Uri. For his work during that storm, he was a co-recipient of the 2021 Springtown Area Chamber of Commerce Judy Smerud Spirit of Springtown award along with other city staff. At the time of his appointment, he was just 25 years old, making him the youngest department head in the history of the City. In 2022, he graduated from the International City Management Association High Performance Leadership Academy. He is currently the City’s infrastructure construction inspector, responsible for ensuring the quality new infrastructure built as the City continues to grow. Joseph was an integral member of the City’s Parks Master Plan Steering Committee which helped to create the City’s Park Master Plan, a document to aid in future park planning that was adopted by the City Council in 2022 and is a current member of the Comprehensive Plan Advisory Committee.

Jamie Oliver is the City’s Chief of Police and oversees the day-to-day operations of the Springtown Police Department. This includes managing the department’s patrol division, criminal investigations division, school resource officer division, school security, police administration, telecommunications, records, crime prevention/education, training, and court bailiffs, as well as the City’s Animal Control Department and Animal Shelter. Additionally, Jamie serves as the department’s range master. To execute these responsibilities, Jamie manages the department’s sergeants, corporals, patrol officers, school resource officers, telecommunications supervisor, dispatchers, animal control officers, and kennel technicians. Jamie began his career in Springtown in 2014 as a patrol officer before being promoted to investigator in 2018, and Criminal Investigations Division Sergeant in 2021. As CID Sergeant, Jamie was responsible for overseeing all criminal investigations undertaken by the department, and today remains the primary investigator for crimes involving adults while the school resource officer division investigates crimes perpetrated by juveniles and was tasked with oversight of the department’s school resource officer division. Jamie was appointed to the position of Deputy Chief of Police in February 2023, and to the position of Chief of Police in January 2026.

Prior to taking a leadership role within the department, Jamie was named Officer of the Year twice (2016 and 2018) and has maintained an active role with the department’s Explorer Post 1340 which helps area youth aged 14-21 explore their interest in a future career in law enforcement. Jamie holds a master peace officer license, multiple instructor certifications, a bachelor’s degree in criminal justice and an associate degree in computer science. In 2022, he graduated from the International City Management Association High Performance Leadership Academy.

Melony Crawford joined the City of Springtown in August 2018 as an Accounts Payable Clerk before being promoted to Accounting/Payroll Coordinator in March 2019.  In the summer of 2020, she was again promoted to HR/Accounting Manager. In December 2021, her position was transitioned into that of a department director. Melony is responsible for overseeing the functions of utility billing, finance, human resources, payroll, accounts payable, and customer service and supervises the City’s Customer Service Clerks. Through her supervision of the City’s customer service clerks, Melony plays a pivotal role in providing a high level of customer service to the City’s residents and businesses and is responsible for handling any utility billing issues that require escalation. Through her work in human resources, she works to ensure that the needs of the City’s employees are adequately addressed so that employees from every department can continue to provide excellent service to the City’s stakeholders. Melony was the recipient of the City’s Extra Mile Award in 2020, and in 2023, she graduated from the International City Management Association High Performance Leadership Academy.
