The City of Springtown is committed to conducting procurement activities in a fair, transparent, and competitive manner while obtaining the best value for our residents and taxpayers.

This page serves as the City’s central location for current Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Competitive Sealed Proposals (CSPs), and other procurement opportunities. Interested vendors, contractors, consultants, and service providers are encouraged to review this page regularly for active solicitations.

Procurement Methods

The City utilizes a variety of procurement methods depending on the nature, scope, complexity, and estimated value of a project or purchase. Procurement methods may include:

  • Competitive sealed bids
  • Requests for proposals (RFPs)
  • Requests for qualifications (RFQs)
  • Competitive sealed proposals
  • Informal quotations
  • Direct purchases where permitted by law
  • Cooperative purchasing programs and agreements
  • Other procurement methods authorized by state law and City policy

Specific submission requirements, evaluation criteria, deadlines, and award procedures will be detailed within each solicitation document.

Cooperative Purchasing

The City of Springtown participates in multiple cooperative purchasing organizations and intergovernmental purchasing agreements. When permitted by law and determined to be in the City’s best interest, goods and services may be procured through these cooperative purchasing programs rather than through a separate competitive solicitation.

As a result, not every City purchase or project will be advertised on this page. Certain procurements may be completed through existing cooperative contracts, interlocal agreements, state purchasing programs, or other authorized purchasing vehicles.

Submission Requirements

Vendors are responsible for carefully reviewing all solicitation documents and complying with all instructions, requirements, deadlines, and submission procedures. Failure to provide required information or to submit responses in the manner prescribed may result in disqualification from consideration.

The City reserves the right to:

  • Reject any or all bids, proposals, qualifications, or responses;
  • Waive minor informalities or irregularities;
  • Request additional information from respondents;
  • Negotiate with qualified respondents when permitted by law;
  • Cancel or reissue a solicitation;
  • Award contracts in the manner determined to be in the best interest of the City.

Addenda and Updates

It is the responsibility of interested parties to monitor this page for updates, clarifications, addenda, schedule changes, or other modifications issued during the solicitation process. Addenda issued by the City become part of the solicitation documents and may be binding upon respondents.

Public Notice

Posting of a solicitation on this page does not guarantee the award of a contract. Contract awards are subject to applicable laws, City policies, funding availability, and approval by the appropriate City authority.

Awarding of Contracts/Agreements

In accordance with the City of Springtown’s Financial Policies, any purchase, contract, or expenditure exceeding $50,000 must be approved by a majority vote of the City Council at a duly posted public meeting. While City staff may administer the solicitation, evaluation, and recommendation process, the final award of qualifying contracts remains subject to City Council approval. Vendors should be aware that the timing of contract awards may be dependent upon the City Council meeting schedule and any additional review deemed necessary by the City Council.

To ensure a fair and competitive process, respondents should refrain from contacting City Council members, evaluation committee members, or other City personnel regarding an active solicitation except as expressly permitted in the solicitation documents.
