Water Transmission Main Replacement Project

Replacing Critical Infrastructure for Future Reliability

The City of Springtown is undertaking a major infrastructure improvement project to replace one of the most critical components of its water distribution system. The Water Transmission Main Replacement Project will replace approximately 10 miles of aging water transmission line that delivers treated water throughout the community.

The approximately $6.2 million project is funded primarily through a grant from the Texas Water Development Board (TWDB), which is providing approximately 90 percent of the project cost, significantly reducing the financial impact on local taxpayers while allowing the City to address a critical infrastructure need.

Investing in Essential Infrastructure

The existing transmission main was installed nearly 50 years ago and serves as a vital connection between the City’s water treatment facilities and the distribution system. While the line has served the community well for decades, aging infrastructure requires proactive replacement to ensure long-term reliability and reduce the risk of service disruptions.

The project will replace the existing 10-inch transmission main with a new 12-inch water transmission line, providing increased capacity, improved reliability, and enhanced operational flexibility for the City’s water system.

By replacing the line before major failures occur, the City is taking a proactive approach to infrastructure management that helps protect public health, maintain reliable service, and reduce future maintenance costs.

Project Improvements

The project includes the installation of approximately 10 miles of new 12-inch water transmission main extending from the City’s water treatment facilities to the intermediate booster station on Springfield Road.

Key project elements include:

  • Replacement of nearly 10 miles of aging 10-inch transmission main
  • Installation of a new 12-inch transmission line
  • Increased water delivery capacity
  • Improved system reliability and operational efficiency
  • Modern materials designed to provide decades of service
  • Reduced risk of water main failures and service interruptions

The new transmission main will generally be installed parallel to the existing line within existing utility easements, minimizing impacts to surrounding properties and reducing the need for additional land acquisition.

Supporting Growth and Reliability

Water transmission mains serve as the backbone of a community’s water system, carrying treated water from production and treatment facilities to storage facilities and distribution infrastructure.

The larger 12-inch line will improve the City’s ability to move water throughout the system, providing additional capacity to support future growth while improving system performance during periods of high demand. The project also strengthens the overall resiliency of the water system by replacing infrastructure that has reached the latter stages of its service life.

These improvements complement other ongoing water infrastructure investments, including the City’s Water Treatment Plant Expansion Project, which is increasing treatment capacity by 50 percent.

Project Timeline

  • 2024–2025: Funding secured through the Texas Water Development Board
  • 2025–2026: Engineering design, surveying, utility coordination, and permitting
  • Late 2026: Construction bidding and contractor procurement anticipated
  • 2027: Construction expected to begin

The project is currently in the design phase, with engineers developing construction plans, coordinating utility crossings, completing environmental and regulatory requirements, and preparing bid documents for construction.

Looking Ahead

Upon completion, the Water Transmission Main Replacement Project will provide Springtown with a modern, reliable water transmission system capable of serving the community for decades to come.

By leveraging significant grant funding and replacing critical infrastructure before major failures occur, the City is protecting existing water service, preparing for future growth, and ensuring residents continue to receive safe and dependable drinking water.

This investment represents another important step in Springtown’s ongoing commitment to maintaining and improving the essential infrastructure that supports the community’s quality of life and long-term success.infrastructure while leveraging outside funding opportunities to maximize the value delivered to residents.
