Investing in Springtown’s Water Future
The City of Springtown is making a major investment in the long-term reliability, capacity, and resiliency of its water system through the expansion and modernization of the City’s Surface Water Treatment Plant.
The nearly $8 million project will increase the plant’s treatment capacity from 1.0 million gallons per day (MGD) to 1.5 MGD through the installation of a third Trident filtration unit and associated facility improvements. The project is funded through a combination of low-interest financing from the Texas Water Development Board (TWDB) and proceeds from the City’s 2018, 2021, and 2025 Certificates of Obligation.
Planning for (More) Growth Before It Arrives
The Water Treatment Plant Expansion Project reflects Springtown’s commitment to proactive infrastructure planning.
Following a comprehensive evaluation of the City’s water system in 2019, City leadership updated the Capital Improvements Plan to identify projects necessary to support future growth, maintain regulatory compliance, and ensure reliable service for residents and businesses.
Today, the City’s water treatment plant, even with all of the community’s recent growth, operates at approximately 45 percent of its available capacity during average demand periods and approximately 60 percent during peak demand periods. While current capacity remains sufficient to meet existing needs, the City has chosen to expand treatment capabilities well in advance of future demand to ensure the community remains prepared for continued growth.
Upon completion, the project will increase treatment capacity by approximately 50 percent, providing additional capacity to support future residential, commercial, and industrial development while maintaining dependable service for existing customers.
Project Improvements
The project includes a variety of improvements designed to enhance both treatment capacity and operational reliability.
Key project elements include:
- Installation of a third Trident water filtration unit
- Expansion of treatment capacity from 1.0 MGD to 1.5 MGD
- Electrical system upgrades at critical water facilities
- Modernization of treatment plant infrastructure and equipment
- Installation of emergency backup generators
- Improvements to operational efficiency and system reliability
The addition of backup power generation at key facilities will improve the City’s ability to maintain water service during power outages and emergency situations, providing greater resiliency for the community and reducing the risk of service disruptions.
Strengthening Reliability and Emergency Preparedness
In addition to increasing treatment capacity, the project focuses heavily on system resiliency.
The installation of emergency generators and upgraded electrical infrastructure will allow critical water facilities to continue operating during severe weather events, power outages, and other emergencies. These improvements are designed to protect public health, maintain essential services, and ensure residents continue to have access to safe drinking water when it is needed most.
The project also positions the City to respond more effectively to future regulatory requirements, changing operational demands, and long-term infrastructure needs.
Project Timeline
- 2019: Comprehensive water system evaluation completed and capital improvement priorities established
- 2020: Engineering design initiated
- 2020–2024: Design development, regulatory review, permitting, and agency coordination
- 2025: Construction began
- Late 2026/Early 2027: Project completion anticipated
While project development took longer than originally anticipated, progress was impacted by the COVID-19 pandemic and the extensive coordination required with multiple state regulatory agencies.

Upon completion, the Water Treatment Plant Expansion and Resiliency Project will represent one of the most significant utility investments in Springtown’s history.
The project will increase treatment capacity, strengthen emergency preparedness, improve operational reliability, and ensure the City remains well-positioned to provide safe, high-quality drinking water for current residents and future generations.
