Master Thoroughfare Plan

The Master Thoroughfare Plan (MTP) is a long-range transportation planning document that identifies the future roadway network needed to safely and efficiently accommodate growth within the City of Springtown and its extraterritorial jurisdiction (ETJ). The plan establishes a framework for future streets, roadway classifications, right-of-way requirements, and transportation connections that will support residents, businesses, schools, emergency services, and economic development for decades to come.

Unlike a construction schedule, the Master Thoroughfare Plan is a planning tool that helps the City identify where future roadways may be needed, how existing roads should function as the community grows, and what right-of-way should be preserved to accommodate future transportation improvements. By planning for transportation needs in advance, the City can reduce future costs, improve mobility, and ensure that development occurs in a coordinated and efficient manner.

The Master Thoroughfare Plan plays an important role in the development review process. When new subdivisions, commercial developments, or other projects are proposed, City staff evaluate the development against the adopted Thoroughfare Plan to determine applicable roadway requirements, right-of-way dedications, street improvements, access management standards, and connectivity requirements. This process helps ensure that new development contributes to the overall transportation network and does not create infrastructure deficiencies that would negatively impact existing residents or future growth.

The plan also serves as a guide for future capital improvement planning, grant applications, coordination with regional transportation agencies, and long-term infrastructure investment decisions. By identifying future transportation corridors and roadway classifications before development occurs, the City can better protect critical transportation routes and maintain a connected street network as Springtown continues to grow.

As part of the City’s ongoing Comprehensive Plan update, the Master Thoroughfare Plan is being evaluated and updated to reflect current development patterns, projected growth, traffic demands, and community priorities. The updated plan will help ensure that Springtown’s transportation system remains safe, efficient, and capable of supporting future residential, commercial, and industrial development.
