Mayor Mike Kelley is a longtime resident and public servant of the Springtown community. Prior to his election to the position of Mayor, Mayor Kelley served as an educator and administrator for Springtown ISD. Additionally, Mr. Kelley served as a member of the City’s Planning and Zoning Commission prior to his election. His service to the community also includes multiple past and present volunteer positions with organizations such as the Springtown Chamber of Commerce, Springtown Lions Club, the former Springtown Optimist Club and the Springtown Education Foundation. In addition to being mayor, Mt. Kelley is also the Republican Party of Parker County Precinct Chair for Precinct 120.  As Mayor, Mr. Kelley is the City’s chief executive officer and is responsible for overseeing City Council meetings. He was appointed to the City’s Comprehensive Advisory Committee in 2025. The position of Mayor is a non-voting member of the City Council, except in instances where there is a tie amongst the councilmembers, at which point the Mayor will vote to break the tie. The Mayor has the authority to issue proclamations and declarations, and in instances of natural or manmade disasters, the Mayor is responsible for declaring such disasters. The Mayor is the City’s Emergency Management Director and oversees emergency management in partnership with the City Administrator/Director of Public Safety and Emergency Management Coordinator. The Mayor also serves as the City’s representative for a myriad of community events and represents the City in professional organizations for elected officials at the state level.

Councilmember Martinez was appointed to the City Council in September 2019 following the retirement of longtime Councilmember Annette Burk. Following his appointment, Councilmember Martinez was reelected to his seat in May 2020, May 2022, and May 2024. As City Councilmember, Mr. Martinez has previously served on the City’s Comprehensive Planning Committee, the Capital Improvements Advisory Committee, as the City’s Mayor Pro Tem from May 2024-May 2025, and on the Parks Master Plan Steering Committee. Prior to his current tenure on the City Council, Mr. Martinez was a member of the City’s Zoning Board of Adjustments and served on the Planning and Zoning Commission before he was elected to the City Council in May 2001 where he served until 2004 after which he served again on the Planning and Zoning Commission until 2019 appointment to the City Council.

Councilmember Chandler Kelley was appointed to the City Council in July 2017 following the resignation of Harold Buffington. She was then elected in special election in May 2018 and reelected in the general elections in May 2019, May 2021, and May 2023. In May 2018, the City Council selected her to be the City’s Mayor Pro Tem, a position she held until May 2019. In 2021 and 2022, Councilmember Chandler Kelley achieved the designation of being a Texas Municipal League Certified Municipal Officer which was granted following the completion of more than 50 hours of training each year beyond the general requirements of a City Councilmember; she was the first elected official from Springtown to achieve this designation. Councilmember Chandler Kelley has previously served as a member of the City’s Events Committee, Downtown Advisory Board, and Animal Shelter Advisory Board.

Councilmember Martin was originally elected to his position in May 2024, and re-elected in May 2026. Councilmember Martin has resided in Springtown for several years and has familial roots that date further back in the history of Springtown. He currently serves as the City Council's representative on the Animal Shelter Advisory Board and is one of two elected officials serving on the City's Comprehensive Plan Advisory Committee, alongside Mayor Mike Kelley. He is active foster caretaker for the City’s animal shelter.

Councilmember Roberson is a longtime resident of Springtown prior to his initial appointment to the City Council in 2021, he served on the City’s Planning and Zoning Commission for over a decade, including as chairman and vice chairman. He returned to the Planning and Zoning Commission when his city council term ended in 2024 and sought election for the City Council again in 2025 when he was elected to Place 4 and appointed as the City’s Mayor Pro Tem. His service to Springtown also includes as a member of the City’s Parks Master Plan Committee, a board member for the Springtown Area Chamber of Commerce, a board member for the City of Springtown Legends Museum, and Center of Hope.

Councilmember Richardson is a longtime resident of Springtown and was elected to the City Council in May 2022 following the retirement of Councilmember Bill White. Prior to his election to the City Council, Councilmember Richardson served on the City’s Planning and Zoning Commission and was appointed the Commission’s chairman in 2021.

As Planning and Zoning Commission chairman, Mr. Richardson previously service on the City’s Parks Master Plan Committee.
